NEET UG counselling: the All India Quota through MCC

Which seats MCC allots

According to the 2026 bulletin, MCC conducts counselling for:

• the 15% All India Quota seats in participating government medical and dental colleges
• 100% of seats in deemed universities, including their NRI quota seats
• 100% of MBBS seats at AIIMS institutions and at JIPMER (Puducherry and Karaikal)
• central universities: Delhi University, Aligarh Muslim University, Banaras Hindu University and Jamia Millia Islamia
• the wards of Insured Persons (IP) quota in ESIC medical colleges
• registration for AFMC
• B.Sc. Nursing seats in central institutes

The remaining seats in state colleges are counselled by each state’s own authority.

Who is eligible

• All India Quota: a candidate who has qualified NEET UG. The bulletin describes AIQ eligibility as “domicile free”.
• Jammu and Kashmir: candidates qualified for All India Quota seats on their NEET UG rank, “including candidates from Union Territory of J&K”, are eligible.
• OCI cardholders are “treated at par with Indian citizens”. They are eligible for unreserved (General) seats and NRI seats. Foreign-national seats are open only to OCI, PIO and foreign national candidates.

The four rounds

There are four rounds of online counselling: Round 1, Round 2, Round 3 and the online stray vacancy round. MCC states that it does not allot any seat on nomination or manually.

Fees and deposits for 2026

A candidate registering for both government and deemed university seats pays the deemed university amounts. On refunds, the bulletin says the financial custodian will initiate the refund of the security deposit within 15 days of the refund notification and complete it within 30 days.

Reporting

The bulletin makes two things mandatory:

• uploading clear scanned copies of documents on the MCC portal within the reporting schedule, which applies to both “freeze” and “float” candidates
• reporting physically at the college with the original documents to confirm the allotted seat

NRI quota

MCC’s scheme includes NRI quota seats. For eligibility the bulletin applies principles laid down by the Supreme Court: broadly, the candidate’s parent, or another close relative described in the bulletin, must be an NRI ordinarily residing abroad. For NRI candidates whose parent or real brother or sister is an NRI, the bulletin lists:

1. Date of birth certificate
2. Class 10 mark sheets and passing certificate
3. Class 12 mark sheets and passing certificates
4. NEET UG score card issued by NTA
5. Valid passport of the candidate
6. NRI certificate issued by the competent authority (Embassy or Indian Consulate)
7. Notarised affidavit by the NRI parent, real brother or real sister
8. Relationship verified by a competent revenue authority officer

Candidates with benchmark disabilities

The bulletin lists: the NEET UG 2026 score card; a permanent UDID card; a self-certified affidavit declaring functional abilities; and the self-certification affidavit specific to the category of disability.

Fees, bonds and stipends belong to the college

MCC’s bulletin is explicit that stipend, fee structure, course duration, bond amount, rural or tribal service obligations and NRI fees “may vary from State to State and Institute to Institute”. The information is provided by the colleges, and MCC/DGHS “takes NO responsibility” for it. Candidates are directed to check each college’s website or contact the college before filling choices.

State quota

The seats outside MCC’s scheme — the state quota in state colleges — are counselled by each state’s designated authority under its own rules on domicile, reservation and bonds. State pages are being compiled.
